Overland Park extends EV/solar permit fee reductions and standardizes EV charger idling fee

City staff told the committee that the fee reductions for EV‑ready and EV‑capable electrical permits and for solar‑ready permits that had been scheduled to expire on Aug. 1 have been extended while a broader fee review is completed.
The committee heard that the city is also adding a fee reduction for solar installations tied to a new “portfolio homes” program, which staff said they expect to launch within roughly a month. Staff said they are awaiting cost‑recovery figures from the finance department before completing the full fee review.
Separately, staff described a recent standardization of the EV charging station idling fee. Because two different station vendors (ChargePoint and Blink) bill idling differently, the city replaced a per‑minute idling charge with a $10 per hour charge that begins after a one‑hour grace period. Staff said signage and app information have been updated; the sustainability manager does not yet have data on how often the fee is being charged because the change is recent.
Staff said the portfolio homes program web page has been drafted and will publish once the program is ready to go live.
