Northbrook to review new International Codes; staff will seek industry input before fall vote

McKeown described three levels the village will consider: the national (ICC) model codes, state-adopted codes where Illinois may impose more stringent requirements (for example the Illinois Energy Conservation Code and the Illinois accessibility code), and local municipal exceptions. Several specific items were highlighted for review or possible local exception: whether small home remodels should trigger full smoke‑alarm upgrades, local treatment of a National Electrical Code requirement on ground-fault protection (citing industry debate about nuisance trips), and new separate chapters for existing building provisions and fire-prevention guidance around emergency generator fuel‑tank installations.
The director said the village will ask the Electrical Commission and the Architectural Control Commission to weigh in, route outreach to contractors and design professionals, and return to the board with a formal adoption recommendation likely in September or October. McKeown said a target effective date for adopted local changes is January 2026, but noted that approval timing could slip depending on commission discussions and pending state action on certain codes.
