At its July 22 meeting, the Guadalupe County Commissioners Court approved several routine and project-related items and directed staff to schedule public hearings on county assistance districts. The court recorded approvals for the consent agenda, a fireflow testing contract for emergency facilities and a capital project fund bill list; it also scheduled two public hearings on Aug. 5 and Aug. 12 to discuss calling an election for one or more county assistance districts.
Consent agenda: The court approved consent items A through H on a single motion. Items listed on the consent agenda included the bill list; EBA and PCA bill lists; the auditor's monthly report for May 2025; the treasurer's monthly and investment report for May 2025; excavation permit requests for several county roads (Be Back Inn Road, Precinct 2; 615 Monarchy Road, Precinct 4; South Santa Clara Road and Schmeichel Road, Precinct 4); tax collection agreements with Marion Oaks Municipal Utility District and Guadalupe Municipal Utility District No. 11; and the reappointment of Shirley Hester to the Bluebonnet Trails Community Services Board of Trustees for a term from Sept. 1, 2025, through Aug. 31, 2027. The consent motion passed with no opposition recorded.
Fireflow testing proposals: The court approved proposals from Fajardo Fire Protection and Associates LLC to conduct fireflow testing at the Emergency Response Center and an Emergency Operations Center warehouse to determine whether a fire pump will be required as part of ongoing construction decisions. County staff said the testing will determine whether a fire pump must be included in construction pricing. The transcript includes a highlighted fee line read aloud as "$8.00 5 for each," which was unclear in the record; staff stated the cost will be charged to the fire marshal's office budget.
Public hearings on county assistance districts: As detailed in a separate article, the court added public hearings for Aug. 5 and Aug. 12 to receive public input on calling an election to create one or more county assistance districts. No election was called at the July 22 meeting; the action was to add hearings and publish notice.
Capital project fund bill list: The court approved the capital project fund bill list as presented. That motion passed with a recorded tally of four yeas, zero nays and one abstention.
Other items and next steps: The court discussed scheduling a community engagement meeting on the county's proposed Major Thoroughfare Plan with consultant coordination and possible venues and dates in September (Sept. 23 or Sept. 25 were discussed). Staff will return with venue availability and publication plans for community meetings and hearings. The court also announced upcoming budget workshops on Aug. 11–13 and the next regular meeting on Aug. 5.
No closed-session actions or appointments beyond the consent reappointment were taken during the meeting.
