Franklin — The Franklin Health Department told the Board of Health Oct. 13 that it will begin a new community health assessment (CHA) this fall and into 2026, collecting data by randomized household survey, key informant interviews and focus groups to inform the city’s next community health improvement plan (CHIP).
Staff said the CHA will adapt questions from the Milwaukee-area healthcare partnership survey and from the department’s previous cycle. The plan is to mail the randomized survey in November, with the staff goal of meeting a 95 percent confidence level for the sample (98 percent if ambitious), and to begin analysis in January. Staff expect the data-collection phase to conclude by May, after which community partners will convene to analyze findings and draft the CHIP for completion in 2026.
The department said it will use a randomized sample of households in Franklin and ask one adult per household to complete the survey. Complementary methods will include key informant interviews and focus groups and secondary data sources for environmental measures such as water quality and radon. Staff noted existing public data sources (state Department of Health Services, radon center data, City Health Dashboard) can supplement survey questions that do not directly measure environmental exposures.
Board members suggested adding questions to capture resident perceptions about environmental risk factors and proximity to industrial facilities; staff agreed to consider additional questions and noted there is room on the survey’s back page for added items.
What’s next: Staff will finalize the survey and mail randomized questionnaires in November; preliminary demographic returns are expected by January and a full assessment by May 2026 to feed into the CHIP process.
