Evanston council approves two highway-safety subawards and appoints alternate municipal judge; routine measures passed

The Evanston City Council on Oct. 7 approved two subaward agreements with the Wyoming Department of Transportation that provide federal National Highway Traffic Safety Administration (NHTSA) funds to reimburse police overtime for occupant-protection (seat-belt) and impaired-driving enforcement. The council also approved the appointment of Jeffrey Phillips as an alternate municipal court judge and passed routine procedural items.
Resolution 25-64 authorizes a subaward between the Wyoming Department of Transportation's Highway Safety Program and the Evanston Police Department for impaired-driving high-visibility enforcement; Resolution 25-65 authorizes a subaward for occupant-protection enforcement. Chief Ranish told the council these are longstanding programs that reimburse agencies for overtime during high-risk periods, such as holidays, and that the funds are pass-through federal dollars administered by WYDOT.
Both resolutions were introduced, seconded and approved by voice vote. Council discussion noted each agreement was reviewed and that the documents were approved in form by the supervising attorney general's office (Tyler Renner, supervising attorney general) and by the city attorney, according to remarks at the meeting.
On judicial staffing, the council appointed Jeffrey Phillips to serve as an alternate municipal court judge while Judge Stout addresses family matters. The mayor and staff said Phillips has consented to serve; the council noted that per Evanston city code the term length for such appointments is one year and that an application is not required for this type of appointment. The motion to appoint Phillips was made, seconded and approved by voice vote.
The council also approved the meeting agenda, city council minutes for Sept. 16 and a work-session minutes acknowledgement for Sept. 23 (a public comment in the meeting later raised concerns about notice for that Sept. 23 work session), the warrants/bills presented at the meeting, and a monthly revenue and expenditure report for July. Those routine measures were introduced and approved during the meeting.
