Renovations complete at Hardy County dog pound; commission approves contract changes requiring insurance proof

The county coordinator said she would meet crews to remove debris and evaluate a storage building on the site. Staff said they will contact Hardy Telecommunications to schedule Internet service and follow up with the county’s camera installer to finish the security system when wiring work is complete.
Separately, commissioners reviewed a redlined update to the dog‑warden contract that substantially expanded insurance requirements. The updated contract language requires, among other items:
- Commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, including coverage for animal handling and custody exposures. - Professional law‑enforcement liability not less than $1,000,000 per claim and $1,000,000 aggregate covering enforcement activities and discretionary decisions of the dog warden. - Animal care, custody and control coverage not less than $50,000 per animal and $250,000 aggregate. - Automobile liability (owned, hired and non‑owned) of at least $1,000,000 combined single limit (or hired/non‑owned if no owned autos used). - Workers’ compensation and employer’s liability as required by West Virginia law and umbrella/excess liability not less than $1,000,000. - A faithful performance bond pursuant to West Virginia Code 19‑20‑6 in an amount between $1,000 and $2,000.
Commissioners moved to approve the amended contract language; staff noted the warden had not yet submitted certificates or endorsements demonstrating the required coverages. The commission approved the contract changes with the expectation that the warden provide proof of insurance and endorsements prior to contract inception.
Ending: Staff will follow up with the warden about insurance procurement and schedule a report on cleanup progress at the dog pound.
