Perry council approves library policy updates after quarterly usage report from Harry Cartagena Library

Pam Frick, the library director, presented the library's quarterly usage report and described new and ongoing programs before the City Council of Perry. Frick told the council the Hoopla digital service is now live for cardholders whose accounts are not blocked for overdue items, and highlighted programs for adults scheduled later this year. She also thanked community volunteers and donors who paid for repairs to the library's north windows and related labor and equipment costs.
After the report, the council considered a set of Perry Carnegie Library policies bundled as part of the consent agenda and discussed proposed wording changes to the Computers, Internet and Wi-Fi policy. Council members asked that permissive wording such as "may" be changed to "will" in certain spots to make implementation clearer, and requested the library add a link or clearer direction on the library's website where the policies appear. Councilmembers also discussed how the library would manage revocations of computer privileges (for example, marking a card to indicate loss of computer access while leaving other library privileges intact) and whether headphones should be provided or required to be brought by patrons. Frick said the library does have headphones available for checkout.
Councilmembers then voted to approve the library policy package as amended. The discussion included confirmation that an eventual citywide master fines-and-fees schedule would supersede or absorb library-specific fine items when staff prepares that document. The motion to approve passed and the policies will be posted and implemented by library staff pending any future consolidation into the city's master schedule.
The council also approved a separate set of patron-responsibility language and retained the library's mission statement as presented. Frick said the library has seen strong community participation in recent events and noted upcoming programs aimed at adults and older teens.
The council did not direct additional study or changes beyond the edits agreed at the meeting; staff will implement the revised policy language and proceed with the plan to consolidate fine-and-fee items later when the city's master schedule is prepared.
