The Village of Cottage Grove board took a number of procedural and programmatic votes on Oct. 20. Below are the actions recorded during the public meeting:
- Minutes: The board approved the Oct. 6 meeting minutes. Motion made and seconded; voice vote carried.
- Communications plan (2026 revaluation): The board approved a communications plan for the 2026 property revaluation. The timeline in the packet includes tax-bill inserts, notices for the board of review in May, social-media posts, and a revaluation-focused mailer in July. Motion by Murphy; second by Severson. Motion carried.
- Holiday Lights Parade (special event permit): The board approved the Cottage Grove Chamber’s special event application for the Holiday Lights Parade and waived the associated fee. Motion by Murphy; second by Severson. Motion carried. Staff noted fire department sign-off was not in the packet and that fire may participate in the parade.
- Local Road Improvements Program (grant application): Staff was authorized to apply to the state Local Road Improvements Program for street projects targeted for 2028. The program is a 50% reimbursement; staff said approval would free up capital for other projects. Motion by Severson; second by Buenzo. Motion carried.
- Rezoning referral: Trustees directed the Planning Commission to consider rezoning a list of parcels from Planned Business to Central Business (one parcel is outside the TID; others are within the TID). Motion by Dahl; second by Severson. Motion carried. Staff said property owners within 400 feet will be notified when a public hearing is scheduled.
- Bills/vouchers: The board approved the bills list as presented. Motion by Severson; second by Murphy. Motion carried.
- Closed session authorization (administrative evaluation): The board entered closed session under Wis. Stat. § 19.85(1)(c) to consider the village administrator’s performance evaluation; roll-call votes were recorded as all ayes (Dahl, Kel Nelson, Murphy, Severson, Stoa, Buenzo). The closed session proceeded as noticed on the agenda.
Other items on the agenda included reports from boards and commissions (Library, Utility Commission, Deer Grove EMS Commission) and routine staff updates.
