The Planning Commission deferred action to November 13 on a text amendment that would consolidate the city's driveway, loading, and access requirements into a new Access Management Manual and move several access-related code sections into the manual.
Staff said the manual was developed to align access requirements with the city's Vision Zero safety goals and to emphasize multimodal interactions in access design. The proposed ordinance would amend provisions in Title 17 (zoning code) and move access requirements into the manual so the manual becomes the authoritative technical guidance for access locations, spacing, loading, and multimodal design.
Commissioners sought clarity on the proposed waiver process for driveways and alternatives to spacing standards: Melissa Hayes, a consultant/project lead on the manual, said the new waiver form would make the process more official and transparent by requiring applicants to document why they cannot meet a specific spacing or access standard; NDOT (Nashville DOT) would then approve or deny an alternative spacing request, and denials could be appealed to the Traffic and Parking Commission.
Commissioners approved a motion to defer the item to the November 13 meeting to allow staff time to finalize the manual and the administrative procedures and to give the commission an opportunity to review the revised language before the item proceeds to council.
