The Putnam County Planning Commission on Aug. 12 recommended approval of PUD 25‑00002, a zoning map amendment converting roughly 1.83 acres at the intersection of South Highway 17 and Houdal Road from Residential‑2 to Planned Unit Development to allow neighborhood‑scale commercial uses and limited community utilities.
Michael Graves told the commission the site has roughly 200 feet of paved frontage and conflicting wetland mapping across GIS layers; FEMA mapping shows Flood Zone X. Staff’s recommendation to approve the PUD included the staff‑amended development agreement and noted that a wetlands delineation will be required prior to final DRC review. The proposed uses in the development agreement include limited commercial services, a possible communications tower, and minor community utilities; staff said the property does not meet the county’s locational criteria to be a commercial future land use map amendment because a major collector intersection requirement is not satisfied.
The applicant’s agent, Patrick Kennedy, said the owner concurs with staff recommendations and asked the commission to forward the PUD for BOCC consideration. Commissioners asked about future stormwater and right‑of‑way impacts; Graves noted FDOT ownership of some adjacent parcels intended for a stormwater pond and reiterated that final layout and wetland mitigation will be determined during DRC review.
The commission voted to recommend approval. If the Board of County Commissioners approves, the PUD will proceed to the development review committee for detailed design, stormwater and wetland mitigation, and agency signoffs prior to permits.
