Trumbull County commissioners approve routine agenda: radios for EMA, HSTS contracts, sewer project notice and other items

At a meeting of the Trumbull County Board of Commissioners, the board approved a slate of routine agenda items ranging from equipment purchases to contract awards and program agreements.
Key approvals included a $58,581.50 purchase from Hudson Communications for 12 multiband portable radios and related accessories for the county Emergency Management Agency mobile command post; award of HSTS (home sewage treatment system) replacement contracts to ProScape Septic and Landscape Contractors ($42,838 for three systems) and to KJ Excavation LLC ($32,550 for two systems, with one household required to pay a local share of $2,482.50); and authorization for Gary Newbrow, sanitary engineer, to issue a notice to proceed to MJD Excavating Inc. for the Sheraton Drive sanitary sewer improvements project (county project 5-S-23) in Vienna Township.
The board also authorized the county to join the Trumbull County prosecuting attorney in seeking appointment of attorney Cooper Bowen and the firm Montgomery Johnson LLP as counsel for Trumbull County Court of Common Pleas case numbers identified in the agenda; approved agreements by the Department of Job and Family Services creating 22 training and 10 job opportunities totaling $228,119.68; adopted a biannual revision to the county’s prevention, retention and contingency program effective Oct. 1, 2025; and accepted the withdrawal of a petition seeking annexation of roughly 122.632 acres in Weathersfield Township to the City of Niles.
Several other routine items passed by recorded voice votes: dispensing with the reading of minutes for earlier meetings, approving bills, additional appropriations and transfers of appropriations, reappointing a member to the NEOCAP governing board, granting right-of-way and hauling permits requested by specific companies, approving a submitted satisfaction of mortgage for a HOME program participant, and a personnel hire for the sanitary engineers department.
All recorded votes on the items in the regular agenda were unanimous in favor (each recorded as “yes” by Commissioner Bernard, Commissioner Malloy and Commissioner Hernandez).
