Show Low council approves airport contracts, business-incubator services and several consent items

The Show Low City Council on Tuesday voted to award three city contracts and approved a multi-item consent calendar, while hearing public comment about a local car show and offering condolences after recent line‑of‑duty deaths.

The council awarded a contract for replacement of the roof on the city’s three‑bay airport hangar to Mountain Roof Repair LLC for an amount not to exceed $117,585, approved a construction contract to expand long‑term airport parking to Copper State Paving and Construction LLC for $243,748.05, and authorized a contract with White Mountain Economic Development for pre‑incubation business services not to exceed $54,615. Each approval was made by motion and carried by the council.

Those votes came after the council approved a consent calendar that included multiple proclamations (including Constitution Week and Fire Prevention Week), lease transfers and terminations related to noncommercial hangar development, purchase approvals, surplus declarations, addenda to existing service contracts and minutes from the Sept. 2 meeting.

Rick Austin, a city staff presenter, told the council the hangar roof has “fallen in disrepair and has developed many leaks” and said staff evaluated two repair options: a full roof replacement that would likely displace the tenant, Arrow Products, or an overlay that would allow the tenant to continue operations. "Staff recommends awarding the contract to Mountain Roof Repair LLC ... in an amount not to exceed $117,585," Austin said. The council’s motion to award the contract passed unanimously.

Public Works/engineering staff presented the airport parking expansion as part of the city’s 2026 Capital Improvement Plan, which includes $250,000 for the project. Staff said the expansion will add 47 parking stalls, new asphalt, sidewalk, curb and gutter, striping, irrigation and electrical sleeves and a new access driveway from Airport Loop Road. The low bid of $243,748.05 from Copper State Pavement and Construction LLC was recommended and approved by motion.

White Mountain Economic Development sought council approval of a contract to provide pre‑incubation services that build on a recently awarded $275,000 Economic Development Administration planning grant. Staff described the scope as services to prepare small businesses to enter the incubator, cyber/IT training for students, assistance securing grants for equipment and training at Show Low High School, shared‑kitchen access planning, and partner network development. The council approved the contract not to exceed $54,615.

During the public‑comment period, Doug Roberts, speaking for the car‑show organizers, thanked the city for past assistance and said the cavalcade that runs through Show Low has drawn about 450 cars in previous years. Roberts asked residents to line the route and noted staging will begin near the LDS Church across from the Circle K and the Victorian House at Clark and Highway 260.

Council members also paused for a moment of silence and offered condolences to the families of recently deceased first responders. In a report of current events, the city manager reminded residents of upcoming recreation events, including a scarecrow walk contest (registration through Oct. 8) and a Halloween watch party on Oct. 4; he also noted the Sholo Aquatic Center will be closed for annual maintenance from Sept. 22 through Oct. 20.

The council set a retreat for Oct. 1 at the Darren Reed Community Room (Public Safety Headquarters) beginning at 9 a.m.; the next regular meeting was scheduled for Oct. 21 if the council follows the tentative schedule discussed.

Council members did not identify additional conditions or substantive amendments to the contracts during the meeting. Staff said references and background checks were completed for the low roof bidder and that the roof bid came in under budget. The parking expansion bid was below the city engineer’s construction cost estimate of $247,000.
