A motion was made to reject the bids and to allow the procurement office and the operations department to seek a more economical procurement on the open market. The chair called for the question and the motion carried by voice vote. The board did not identify alternate funding during the meeting; staff said procurement and operations would proceed to pursue the project outside the competitive-bid process.
No formal dollar amounts for the bids or the project budget were given on the record during the agenda item; the procurement recommendation letter and the Idaho statute citation were provided to the board as the rationale for rejecting the bids.
