Committee postpones bike‑lane resolution; forwards housing and planning appointments to council

The Hartford Planning, Economic Development and Housing Committee on Aug. 3 handled several personnel and procedural items: it postponed consideration of a resolution directing Public Works to evaluate and reconfigure bike lanes to support small businesses, and it sent favorable recommendations to the full City Council on three mayoral appointments and reappointments.
The committee postponed item 2.1, a resolution introduced by several council members that would have directed the Department of Public Works to evaluate and reconfigure bike lanes to support small businesses’ viability and multimodal safety. Council members said a task force is already reviewing related matters and asked that the item be postponed to allow that work to proceed.
The committee forwarded three personnel items to the full council with favorable recommendations by voice vote and no recorded opposition or abstentions:
- Item 2.3: Rachia Sheehan, nominated by the mayor, for appointment to the Hartford Housing Authority. Sheehan identified herself as a lifelong Hartford resident and said she works as “one of the affordable lenders at Liberty Bank,” and the committee members praised her mortgage‑lending and community experience.
- Item 2.4: Clarissa Beth Heredia for appointment as an alternate member of the Planning and Zoning Commission. Heredia described 16 years’ experience in residential and commercial property management in Hartford and said she wants to bring a development and business perspective to the commission.
- Item 2.5: Reappointment of Patricia “Patty” LaShane to the Hartford Housing Authority. LaShane summarized decades of community and professional work and her five years on the housing authority; Executive Director Annette Sanderson and committee members commended her engagement and said the authority is pursuing homeownership and redevelopment projects.
All three appointments were advanced by motion, seconded, and approved by the committee for transmittal to the full council. The committee chair said the favorable recommendations will be placed on the council agenda for its next meeting.
