The Scranton Zoning Hearing Board on Aug. 2025 approved a special exception for a nail salon at 1256 Saint Anne Street, subject to paved parking and buffering conditions.
The decision allows the applicant to operate a personal service establishment in an R‑10 zone under the special exception provisions, while imposing conditions the board said are intended to limit neighborhood impacts.
Applicant Michael Teege and Elizabeth Tighe told the board they purchased the building in 1997 and that Teege’s wife, a licensed nail technician and recent retiree, will operate the salon. The ground floor is 900 square feet and the owners said the business would use the first floor with a single apartment above. Teege said they plan two manicure chairs and two pedicure chairs but only one client served at a time per technician, and the principal operator would be one employee. Proposed hours were 9 a.m.–6 p.m., Monday through Saturday.
Board members concluded the use falls under the zoning code’s definition of a personal service establishment and agreed to treat the application as a special exception rather than a variance. The board attached contingencies discussed on the record: the rear parking area must be paved to provide four parking spaces, a fence or screening buffer must be installed along the residential side of the yard, and the proposed front sign must be small and non‑illuminated. The board and applicant also discussed lighting controls and directing any motion/dusk lights downward.
The motion to approve with those conditions was seconded and carried unanimously. Mr. Gattens, Mr. D’Antona, Mr. Welby and Mr. McDermott voted yes. The board stated the city will inspect the paved parking area before the certificate of occupancy is issued.
The board’s approval authorizes the use as a special exception; the applicant must satisfy the paving and buffering contingencies before final city sign‑off.
