Item 5 — ball‑field lighting grant and local match Council pulled Item 5 for discussion. Staff explained the item was a request to apply for a matching grant to fund upgrades to the Thirteenth Street Sports Complex, including ball‑field lighting and parking‑lot lighting. The total project cost was presented as approximately $1,000,000. The grant application being sought would provide 50 percent of the cost ($500,000) if awarded; the city’s local match of $500,000 was recommended to come from proceeds of a sale of surplus property (proceeds in the development impact fee fund), per staff explanation.
After questions about timing, bids and whether work could begin before grant award, the council voted to approve the grant application and commit to the local match as recommended. The motion to approve Item 5 was moved by Council Member Beaver and seconded by Council Member Miller; roll‑call votes were recorded as in the meeting minutes and the motion carried.
Item 9 — command vehicle procurement Council approved procurement of a command vehicle for the second staff battalion chief. Staff had solicited informal quotes and recommended purchase through a local dealer for a base purchase price of $64,072 and return to council later for the command‑portion build costs. The council approved the purchase and directed staff to further study a citywide fleet leasing strategy.
Item 10 — mobile app usage report (July) Staff presented the July report for the Yucaipa mobile app: 274 monthly users, 355 reports submitted, and top reported issues as streets (97), code enforcement (77) and illegal fireworks (67). Average response times for streets and code enforcement were about 2.5 days; the app could not capture response time for fireworks reporting. The council received the report; no formal vote was required.
