City staff to scope e-bike and scooter rules within bike and greenway planning process

Assistant City Manager Brian Deener told the Public Safety Committee that staff will explore scoping for specialty vehicles—such as e-bikes and e-scooters—within two already-approved planning efforts: the Overland Park bike plan and the Greenway Linkage plan.
Deener said staff will participate in consultant-led discussions on those projects so the specialty-vehicle topic can be evaluated alongside mobility, right-of-way uses, and regional stakeholder input. “The intention is not for this to slow that RFP down,” he said, but to determine whether the bike and greenway work can incorporate a clear framework for what kinds of devices the city wants to allow on sidewalks, trails or rights-of-way, and what regulations or design standards should apply.
Staff expects to return with more information after consultant meetings in September, including recommended scope, cost estimates and whether the specialty-vehicle topic can be folded into the existing RFPs or will require a separate project. Committee members said the timing is appropriate given community interest and regional conversations and requested staff report back with options and likely timelines.
No committee action was taken at the meeting.
