Commission postpones City of Austin fleet service center conditional-use permit for more information on site selection

The commission postponed action on a conditional-use permit for the City of Austin’s proposed Northeast Service Center for Resource Recovery at 8301 Johnny Morris Road. Staff said the project has been in public-project review and multiple site-plan review rounds; the applicant is proposing fueling, vehicle maintenance and fleet services for city operations on a site larger than one acre, which in the code requires a conditional-use permit.

Several commissioners asked for additional context before a final vote: they requested documentation of the site-selection process, details on alternatives considered, site design and elevations, operations (including fueling and refueling), mitigation for noise and air impacts, and a clearer sense of timing and construction schedule. City staff and the civil engineer for the project said the site will include an administration building at the front and maintenance/fueling areas in the rear and that transportation modifications (dedicated turn lanes on Johnny Morris) and landscaping/buffering were planned; staff said they could provide additional detail at the next meeting.

Commissioners expressed concern about locating a fleet-fueling and maintenance yard adjacent to areas planned for future mixed-use or residential growth, particularly given Colony Park and other nearby neighborhoods. Given the level of public interest and requests for more background, the commission voted unanimously to postpone the item to the next meeting to allow the project team to present site-selection rationale and more detailed site layouts and mitigation strategies.

The commission’s postponement preserves the applicant’s opportunity to return with requested materials; staff warned that a delay could affect the project’s construction schedule and budget, but commissioners prioritized more information for the public record before making a final conditional-use decision.
