Council approves townhome rezoning; neighbors ask council to address downstream drainage and building materials

The McKinney City Council on Aug. 19 approved a rezoning that would allow attached single-family townhomes on about 3.622 acres near North Lake Forest Drive. Planning staff recommended approval and said the proposed development aligns with the comprehensive plan’s suburban-living place type.
Paul Lyman, a nearby resident and former HOA president, told the council the property slopes toward existing homes and that current downstream stormwater infrastructure is at capacity. He asked the council and applicant to ensure stormwater drainage modifications are made so runoff from the new development will be accommodated. Lyman also requested higher-quality exterior materials such as brick veneer on first stories and architectural shingles to preserve neighborhood values.
Staff and council response: Planning staff said they had discussed the issues with Lyman and other residents and would continue coordination. A council member said the council “has every appetite to make this project as successful as we possibly can,” and pledged to advocate for drainage and architectural considerations during site-plan review.
Next steps: With rezoning approved, the applicant will move to site-plan design and engineering; council and staff said stormwater improvements and architectural standards would be discussed during those reviews.
