Consent agenda: The council approved minutes from July 1 and Aug. 4, 2025, and accepted monthly reports from building control, fire and rescue, municipal court and police for July 2025. Roll-call votes recorded Councilors Birrigan, Cristoforo, O'Hara, Punchak and Alves as voting yes.
Payment of bills: The council approved payment of bills for fiscal year 2024-25 totaling $23,092.80. The council separately approved payment of bills for fiscal year 2025-26 in the amount of $2,742,901.40; council members clarified that the larger amount represented the current fiscal year obligations and that the smaller $23,092.80 covered the prior fiscal year. Both motions passed on roll-call votes with the same yes votes recorded.
Rules of order: The council approved revised town-council rules of order (draft dated 05/05/2025) with specific modifications noted to paragraphs 17 and 26; a motion to approve the revised rules passed on roll call.
Appointment: The council approved the appointment of Michelle Dobson of 154 Iron Mine Hill Road to the North Smithfield personnel board for a term ending Nov. 30, 2025, with councilors voting yes on roll call.
