The North Smithfield Town Council voted Aug. 18 to accept a Rhode Island Emergency Management Agency grant and award a server upgrade contract for the North Smithfield Police Department to Apex (bid described in the record as Apex Incorporated and, in the motion, Apex Technology Group).
Police Chief Lafferty told the council that the department was awarded a RIEMA grant on Sept. 1, 2024, for $20,509.00 to upgrade servers for cybersecurity, moving from Windows Server 2012 to Windows Server 2022 to support eight virtual servers. Lafferty said the winning bid came from Apex and that the work would be fully payable by the grant and that the grant expires June 30, 2026.
Council members asked about potential extra costs. One councilor noted the bid document referenced possible separate billing for travel, incidental expenses, sales tax and shipping; Chief Lafferty said Apex already provides IT services for the department and that any additional costs would likely be minimal or absorbed by existing contracts.
A motion passed to award the contract and to authorize the town administrator to sign the service agreement on behalf of the police department. Roll-call votes recorded Councilors Birrigan, Cristoforo, O'Hara, Punchak and Alves as voting yes; the motion passed unanimously in the recorded roll call.
No abstentions or no votes were recorded. Staff said the town will pay invoices up front under the capital budget line and seek reimbursement from the grant program per standard procedure.
