County administration updated the Hampton County Council on Aug. 18 about its transition to a new financial system (Springbrook), a draft letter of intent with the YMCA and ongoing work related to a forensic audit.
Finance staff said the county has migrated accounts payable to the new Springbrook system and is working through remaining reporting bugs. Training modules and a phased deployment for departments are being developed; until training is finished, finance staff will enter orders into the system on departments’ behalf.
“We are now all of our accounts payable is happening through the new system,” a finance representative said, noting some bugs remain but that check registers will be posted to the website at month-end and training will follow.
The administrator said staff are drafting a letter of intent with the YMCA to develop programming in Hampton County, including swim lessons and youth and aging services; the letter will return to the council for formal acknowledgment or approval at a future meeting.
Officials also said there is a temporary spending freeze tied to year-end processing and that the county is preparing its year-end close on Aug. 31; departments can submit orders for emergencies and finance will assist with entering requisitions during the transition.
Regarding the forensic audit and CPTS negotiation, administration said negotiations with counsel and DOR-related advisors are nearly complete and that counsel will present an approach to outstanding questions raised by the forensic audit once negotiations close.
No formal action was taken; the items were updates and staff said further documents or draft agreements will be returned to council for consideration.
