Bannock County commissioners approve indigent cremation payment, facility fixes and multiple administrative items

Bannock County commissioners on Tuesday approved a series of routine and project-related motions, including payment of a cremation claim, reallocation of funds to complete sheriff training-room work, participation in an opioid settlement and authorization of equipment purchases for a youth detention center.

The board voted to approve indigent case number 20250049, a request for cremation expenses submitted through Courtney Nelson Funeral Home for $1,200. Chantelle Laulu of Indigent Services reported that the applicant met the program criteria and that the applicant’s daughter agreed to a $25-per-month repayment plan if the application was approved. A commissioner moved to approve the case and the motion passed by voice vote.

Commissioners approved a budget reallocation of $8,005 to complete final items on the sheriff’s SWAT and training-room project, including finishing exposed stair treads and flooring in the dart/dark training room. Bannock County Sheriff Tony Manu presented photos of unfinished stairs and described those items as unplanned costs found at the end of the project. A motion to reallocate funds and finish the work carried, with commissioners voting in favor.

The board authorized signature on the county’s application to participate in the Purdue opioid settlement; the county comptroller said the settlement paperwork had been reviewed by legal and recommended participation. Commissioners voted to sign the required documents.

The commission also approved up to $8,000 to purchase equipment for the YDC building, with payment to come from ARPA funds as presented. The motion specified a not-to-exceed amount and passed by voice vote.

On land-use business, the board approved Westfield Estates Phase 6: commissioners accepted the developer’s bond and approved the plat. County staff said water and sewer are installed and inspected; the developer requested bonding for monuments and part of road construction to allow lots to be marketed for an upcoming parade of homes. The bond amount read in the packet was listed as $2.73 million and a separate $2,000 line item was identified for interior monuments; commissioners voted to approve the bond and the plat.

Procurement and administrative items approved or updated included directing staff to proceed with planned invitations to bid (road salt and roof replacement projects), active bid activity for the landfill scale house and issuance of an addendum for janitorial services procurement. The commissioners also authorized signature on the July 2025 commissioners’ proceedings and approved the consent agenda of claims, payroll and related items. The meeting recessed for a public hearing at 11 a.m.
