Planning Commission approves final plats, one PUD rezoning and one-year time extensions

The City Planning Commission on Aug. 6 approved a slate of final plats and one zoning change after staff recommended approval and no public opposition was recorded.
Development Services planner Andrew Dimas told commissioners that staff had reviewed the plats and found them to meet the Texas Local Government Code and the city's Unified Development Code and recommended approval. The commission approved final plats and one-year time extensions for Viridian Phase 1 and Phase 2, Valencia Phase 1 and Phase 2, and Ventanas Phase 1 and Phase 2, and approved a final plat and replat listed on the consent agenda. The commission also approved Zoning Case CZN862 (John Tompkins), a request from RM-80 with Island Overlay to RMT multi‑family district with Island Overlay and a planned unit development, with staff recommending approval.
Commissioner Brian Mandel moved to approve items 4 through 9, which included the six one‑year time extensions; the motion carried on a voice vote. Commissioner Munoz moved to approve items 2, 3 and 11 (the replat, final plat and the RMT/PUD rezoning); that motion also passed by voice vote.
Dimas described the appeals/time‑extension process for expired plats and said the six plots brought before the commission had active public improvements and staff recommended granting the one‑year extensions so development could continue. He read the plats into the record as Viridian Phase 1 (final), Viridian Phase 2 (final), Valencia Phase 1 (final), Valencia Phase 2 (final), Ventanas Phase 1 (final) and Ventanas Phase 2 (final). The consent agenda also included Piedra Island No. 2 (replat) and Kings Point Unit 2 (final plat).
On Zoning Case CZN862, commissioners asked staff technical questions about street width, setbacks and whether the streets would be private. Staff said PUDs on this type of project typically provide private streets around 22 feet wide, that fire access requires 20 feet of unimpeded access, and that the rear-yard setback in the RMAT/RMT context remains 5 feet. Staff confirmed the development would likely be governed by an HOA for private streets and maintenance.
No members of the public spoke against items on the consent agenda when the commission opened and then closed public comment on those items. One commissioner noted an intent for Commissioner Hedrick to abstain on items 4 through 9 prior to the vote; the record shows the motions carried by voice vote.
The approvals finalize staff findings that the plats meet applicable code requirements and allow the listed development work and time extensions to proceed.
