Board approves sheriff’s office records and jail‑management contracts and OKs ARPA recruitment incentives

The Kalamazoo County Board of Commissioners on Aug. 6 approved procurement agreements to modernize law enforcement technology and approved ARPA reallocation to fund hiring bonuses and recruitment incentives.

The board voted to authorize an agreement with a records system vendor (Axon statement of work and quote presented to the board) and separately approved a jail management system agreement with Black Creek Integrated Systems Corporation. Commissioners and the sheriff said the systems will modernize records handling, improve operational efficiency and provide better data for transparency work the board has requested.

Commissioners also approved a reallocation of ARPA funds to support hiring bonuses and recruitment incentives for the sheriff’s office. Sheriff Fuller and the undersheriff described active recruitment efforts and asked the board to consider merging ARPA accounts to simplify spending for academy training, recruitment and new incentive programs. Undersheriff reported seven candidates had accepted academy slots and said the county is actively recruiting.

Vice Chair Taylor and other commissioners cautioned that federal hiring incentives for immigration enforcement and other agencies could further strain the local recruitment pool. Commissioners said the ARPA reallocation and recruitment incentives are intended as a short‑term measure and that longer‑term budget solutions will be needed in future budget cycles. Finance staff and administration agreed to review options and recommended discussing account consolidation via leadership and administration before further board action.

The board also approved accepting supplemental funds from the Michigan Department of Corrections (a grant award) for the sheriff’s office.
