Commission approves minutes, contract amendments and two youth housing grants; appoints shelter committee members

The Homelessness and Oversight Commission took several formal actions at its Aug. 6 meeting, approving minutes and multiple grant and contract actions affecting youth housing, shelter operations and advisory committees.
Minutes. The commission approved the June 5 meeting minutes after a motion to approve and a second; the chair announced the motion carried with the ayes prevailing.
Consent calendar: 711 Post amendment. The commission approved an amendment to the existing grant agreement with Urban Alchemy for the 711 Post semi-congregate shelter. The agenda materials describe an additional allocation to expand capacity (the amendment and contingency amount were included in the consent materials). The motion was moved and seconded and the commissioners voted in favor.
New youth housing grants. The commission approved two separate new agreements for transitional-age-youth housing supports:
- Larkin Street Youth Services: The commission authorized a new agreement with Larkin Street to operate a flexible housing subsidy pool for young adults referred through a Young Adult Court program. The contract period listed in the materials runs from Sept. 1, 2025 to June 30, 2027 with a not-to-exceed amount of $744,786 (includes a 20% contingency described in the materials). The motion was made, seconded and approved unanimously (Chair Jonathan Butler; Commissioners Katie Albright, Bevan Dufty and Joaquin Guerrero recorded ayes).
- Third Street Youth Center & Clinic (Just Home): The commission approved a new grant agreement with Third Street Youth Center & Clinic to operate a Just Home transitional housing program for justice-involved transitional-age youth (ages 18-27) at a site in the Bayview. The initial grant term is Sept. 1, 2025 through June 30, 2028. The not-to-exceed budget in the materials is $3,734,138, which includes a 20% contingency. Third Street representatives described a 19-unit program and on-site supportive services; the commission voted in favor.
Appointments to advisory committees. The commission voted to appoint Salvador Barr to Seat 6 of the Shelter Monitoring Committee and Mercedes Lomelo to Seat 4 of the Shelter Grievance Advisory Committee, following introductions and statements of interest. Commissioners moved and seconded the motions and the appointments passed by unanimous recorded vote.
All votes recorded in the public portion of the meeting were announced aloud; the minutes and consent items recorded 'ayes' for each commissioner present. No roll-call no-vote tallies (no/no abstain votes) were recorded in the public transcript for these items.
The commission also discussed recruiting volunteer arbitrators for the shelter grievance process, and directed HSH staff to circulate materials about arbitration duties and eligibility for attorney volunteers.
