The Beloit City Council approved a resolution awarding HOME Investment Partnership (HOME) program funds to NeighborWorks Blackhawk Region for homebuyer assistance, councilors were told.
Staff told the council the city budgeted $175,000 for homeownership assistance last November and delayed issuing a new RFP until federal HOME funding was confirmed. The city received a single application from NeighborWorks Blackhawk Region seeking $94,700; staff recommended awarding the requested amount to support down‑payment assistance for several houses and other eligible buyers.
Staff said NeighborWorks still held about $31,000 from prior HOME awards and intended to use additional funds to support four homes coming online this fall: one Community Action/Fresh Start house and three Wisconsin Partnership for Housing Development (W PhD) or similar projects. Staff listed several recent addresses that received down‑payment assistance with prior funds.
Councilor Terrell moved approval and a second was recorded; the council approved the resolution by voice vote with no recorded opposition. Staff highlighted that NeighborWorks provides homebuyer training alongside assistance and that Community Action and NeighborWorks are active local partners in supporting low‑ and moderate‑income homeownership.
