City staff outlines push for more bicycling and steps toward Bicycle‑Friendly Community status

City staff on an agenda update told the council they are preparing outreach, data collection and infrastructure work aimed at increasing bicycle trips in Beloit and pursuing Bicycle‑Friendly Community recognition.
Staffers said the goal is to increase utilitarian bike trips — not only recreational riding — and to collect both qualitative and quantitative data to inform investments. The team plans surveys (to learn why people do or do not bike), traffic counters to measure lane usage, and community events and partnerships to promote biking.
Staff identified the five “E”s used in Bicycle‑Friendly Community applications and said communications will include a landing page, logo and materials for events such as back‑to‑school outreach and health fairs. They noted narrower travel lanes and bike lanes can slow vehicle speeds and cited prior engineering work showing reduced car speeds where lanes were installed.
Staff said they will coordinate messaging with the transit and communications teams and use data from planned counters to guide future bike infrastructure investments.
