Planning staff reports rise in administrative approvals, Domini map digitization and HCA expansion
Summary
Staff reported an increase in administrative approvals under recent code updates, a partnership to digitize Newton Domini's 1950s map of downtown Dublin, and a consultant-led effort to add outbuildings and objects to the Historic and Cultural Assessment (HCA), including work to treat the Gordon Barnes site as if on Appendix G.
City planning staff told the Architectural Review Board that administrative approvals have increased following code updates in late 2024, enabling quicker approvals for routine items such as signs and porch fans.
Staff also described a new partnership with the Dublin Historical Society to digitize a fragile mid-20th-century hand-drawn map by local historian Newton Domini. The project will create an electronicized, searchable resource and enable staff to annotate faded handwritten notes on the original map.
Separately, planning staff contracted consultant Karen Boker to research outbuildings and historic objects not previously covered by the Historic and Cultural Assessment (HCA). The work includes separate HCA pages for items such as a property marker at 91 South High and the Paulus mounting block at 109 South High. Staff said the city will pursue adding some properties to Appendix G; the city-owned Gordon Barnes property at Highland and Post Road is being treated as if it were on Appendix G while the park design is coordinated with Parks & Recreation.
Staff reminded the board of a joint council work session in September and that the next ARB meeting will include a fuller agenda.
