Council approves intergovernmental help for Elgin, adds Creed Solar to joint park, and authorizes apparatus and airport repairs

Kershaw County Council on July 22 approved a set of operational measures: an intergovernmental agreement to assist the town of Elgin with planning and inspection services, added Creed Solar to a multi-county industrial park, authorized a lease-purchase for a fire apparatus and awarded a contract for airport hangar roof repairs.
On the intergovernmental agreement (IGA) the council voted to read the ordinance in title only and move forward with three readings and a public hearing. Staff said Elgin’s planner had left and the IGA would let the county provide short-term professional planning and inspection services so in-progress projects would not stall. Council asked staff to consider assistance from the regional Council of Governments as well.
Council approved adding Creed Solar to the joint industrial and business park (JIP/MCIP) on second reading; council remarked that this action is typically needed to enable state economic-development incentives. The vote on 9d carried unanimously among those present.
On equipment, council authorized a lease-purchase resolution to acquire new fire apparatus that staff said became available at a reduced price when another purchaser’s funding fell through; staff said the vehicles are new and financing contains no prepayment penalty. Council also awarded a cooperative-purchase contract for roof repairs on airport hangars 2 and 3; staff said the vendor is part of a cooperative purchasing network and contractors have relevant experience.
