The consent items included approval of minutes, a third amendment to a development agreement with Lennar Homes and Winchester’s Hills LLC (ordinance 2025-11; second reading), adoption of the Measure C special tax levy for 2025–26, and a series of sponsorship agreements and construction actions (items 2–12). The council’s motion passed 5–0.
