Leesburg’s Board of Architectural Review voted 7–0 on July 23 to approve replacement of a deteriorated rear deck at 110 Slack Lane Northeast with composite decking and a composite railing system, subject to conditions intended to preserve streetscape appearance.
Staff presented the application and said the row of townhomes on Slack Lane is contemporary and visible from the public right of way; the proposed Trex Transcend composite decking is the product staff has found acceptable in comparable situations provided the underside is trimmed and the cut ends are concealed. Staff recommended a railing design of wood top and bottom rails with aluminum balusters as a compatible precedent but left open approval of a previously approved composite railing system if it used concealed brackets rather than exposed vinyl brackets.
Owner Thomas Pattinson told the board the existing wood deck was in poor condition and that the composite option reduces long‑term maintenance. Public comment from a neighbor supported the composite choice, citing insect problems that affect wood decks.
The board approved the project with conditions that the cut ends of composite decking be hidden by skirtboard or trim, that final railing details be a previously approved composite system with concealed brackets or the approved wood/aluminum baluster design, and that final specifications be reviewed by staff for conformance.
