BAR approves backyard improvements at 3 Memorial Drive NW; board conditions fence design

The Leesburg Board of Architectural Review voted 7–0 on July 23 to approve work at 3 Memorial Drive Northwest that will remove a contemporary shed, add a new patio and small covered landing, and install new fencing. Staff recommended approval with discussion focused on the proposed horizontal metal slat fence, which staff described as unusual for the Old & Historic District.
Ashley (preservation staff) presented the project and said staff finds the decking, covered landing and landscape lighting compatible with the contemporary rear yard and that removal of the questionable contemporary shed (likely built around 2013 and sited in a storm drainage easement) is an improvement. Staff noted the applicant proposed composite materials (Azek/VersaTex) for trim and Trex for decking and said both can be acceptable if finished and detailed properly.
The fence prompted the most discussion. Staff and several board members said a horizontal slat metal fence is not typical in the nearby neighborhood; board members asked the applicant to consider a vertical orientation that better matches surrounding fences. The homeowner, Megan O'Rourke, said the intent was to match existing aluminum fencing and provide privacy adjacent to a neighboring garage while keeping a clean, low‑profile look.
The board approved the application 7–0 with conditions that final fence material and detailing be reviewed by staff, that Trex decking end cuts be skirted or framed, and that the preservation manager approve final product samples for beam/trim wrapping materials prior to zoning permit application. Julie Pastor made the motion to approve; Rick Brown seconded.
