• Airport amendment (Resolution R2025-011) — Approved 5-0. Motion by Mister Crittendon; second by Mister Williams. The board authorized Amendment No. 2 to the comprehensive agreement with DelCorp allowing Department of Aviation reimbursements to be passed through to the contractor while the county withholds 20% of each reimbursement until substantial completion. County exposure remains capped at $250,000.
• FY26 Call-Handling Equipment Grant acceptance ($200,000) — Approved 5-0. Motion by Mister Bill Harris; second by Mister Crittendon. The board accepted a fiscal-year 2026 grant to fund call-handling equipment; staff will process the budget supplement described in the packet.
• LEAD River Counties sponsorship ($1,000) — Approved 5-0. Motion by Mister Jesse; second by Mister Bill Harris. The board approved a $1,000 contribution to sponsor two Middlesex participants in the regional leadership program.
• DBHDS performance contract (Middle Peninsula–Northern Neck Behavioral Health) — Approved 5-0. Motion by Mister Jesse; second by Mister Crittendon. The board approved the biannual performance contract with the community services board, which governs state/local funding and service obligations.
• Authorization to form selection panel and proceed with A&E interviews — Approved 5-0. Motion by Mister Jesse; second by Mister Bill Harris. The board authorized county staff to interview shortlisted architectural and engineering firms and appointed Supervisors Williams and Bill Harris to the interview committee; staff will negotiate and return a contract recommendation.
