County narrows ERP candidates and plans vendor briefings; recommends Edmonds for finance, Avenity for tax collection

County staff updated the Board of Supervisors Sept. 9 on the enterprise resource planning (ERP) replacement process to replace the county’s legacy Bryte system.
BerryDunn consultant Ross DeFala and county staff said the evaluation committee began the process in January 2025, issued an RFP in April, received nine responses, narrowed the field to three for demonstrations, and selected two preferred vendors in September. The committee recommended a “best-of-breed” approach: Edmunds (mortgage: "Edmunds/Edmonds" in the packet) for financials, payroll, permitting and purchasing and Avenity for tax and revenue collection.
County staff said the recommended option (referred to in the packet as Option 2 from Edmunds) includes an estimated one-time implementation cost of about $155,000 and recurring annual subscription of $55,000 for the financial system; the tax/revenue vendor (Avenity) has a higher one-time cost and an annual subscription of roughly $115,000. Staff said some funding has been included in this year’s budget and that ongoing subscription costs will need to be budgeted in future years.
The board agreed to schedule 10-minute overview demonstrations by each of the two vendors at the next meeting so supervisors can see system capabilities. Staff said they are not bringing a contract for approval at this meeting; the next phase will be contract negotiations with the selected vendor(s) together with the county attorney and BerryDunn if the board supports moving forward.
