Council awards Kelly Courts renovation contract; low bidder disqualified

The Hermosa Beach City Council unanimously approved a contract award for the Kelly Courts improvements on Sept. 30.
Public Works staff said the project replaces surfacing, fences and lighting at the facility and restores all four pickleball courts; two pickleball courts are currently closed. The project was re‑advertised in July. Four bids were opened Aug. 28; the apparent low bidder (Oppenheimer National) was disqualified as nonresponsive. Staff recommended and council awarded the contract to All American Construction Solutions for roughly $826,000 and requested a 15% project contingency.
Construction is expected to begin after notice to proceed; staff described a 40‑working‑day schedule and an estimated completion in early 2026 (acknowledging holiday and weather windows). Nuvis & Associates, the designer of record, will have a time extension to provide construction‑phase services (no additional design funds requested).
Council asked that staff coordinate with the city’s youth basketball program and other court users during construction; staff indicated they will work with community resources on temporary access and scheduling alternatives while work is underway.
The motion to approve the contract passed unanimously.
