House Agriculture Committee previews rules-review schedule for 2025 session

BOISE — Committee leadership on the Idaho House Agriculture Committee reviewed the committee’s docket and schedule for the 2025 rules review, telling members the panel will examine multiple rule dockets over several meetings and watch for changes that stray from original legislative intent.
Rep. Raymond, speaking about the rules-review process, told members that rules carry the same effect as law and recommended reviewers ensure rule language reflects the original intent of statutes. He said the legislature will review 145 dockets during the session broadly and that the committee’s review schedule will begin the following Monday with additional sessions across the month to complete the panel’s assignments.
Raymond said this year is the fourth year of “zero-based regulation” and that members will see many strikeouts in the draft rule packets; red text indicates additions. He also noted that some rule dockets have longer histories, while four dockets are newly created as a result of legislation passed last year, including items on wolf and grizzly depredation, chemigation, and a fee rule for the Idaho Veterinary association. He reminded members that any rules the committee approves will still be subject to negotiated rulemaking later and that the public will have an opportunity to comment during agency rulemaking.
Committee staff said the rule packets would be uploaded to members’ OneDrive for review and that the Idaho Department of Agriculture deputy director had provided a packet with page-by-page justifications for the dockets. Members raised a technical issue accessing some RS text in OneDrive and staff agreed to assist after the meeting.
The committee confirmed it will convene on Monday to begin consideration of a docket and other potential agenda items.
