On housing, the official announced the launch of the Michael C. Bligg Subdivision, described as a workforce housing development in the Diamond Square community intended to provide homeownership opportunities. The official highlighted upgrades to parks and recreation facilities and the renewal of the Avalon Tax Abatement program to incentivize business expansion and relocation in Cocoa.
The update also promoted Upstart Cocoa, described as a local program offering grant funding and resources to minority- and women-owned small businesses. A program participant said, “The Upstart program is something I think is amazing and, more people should take advantage of the opportunity to be in it,” and noted the program’s training in budgeting and planning.
No formal votes or policy adoptions were recorded in the remarks. The official said the city is actively pursuing federal grant funding to support the proposed Brightline station and related multimodal infrastructure, and that the SR 524 design effort has been funded in part with impact fees.
City officials did not provide a timeline or dollar estimate for construction of the Brightline station or for the full SR 524 expansion beyond the design investment.
