Folsom council unanimously approves sewer contract, firefighter union MOUs and forms fire-services exploratory committee

At its Sept. 9 meeting the Folsom City Council approved a Basin 4 sewer construction contract, two three-year memoranda of understanding with firefighter unions and formed a 2-by-2 exploratory committee with Sacramento Metropolitan Fire District to examine shared service options.
The Folsom City Council on Sept. 9, 2025 voted unanimously on multiple items affecting capital works, public safety labor contracts and a review of fire-service options.
Highlights
- Sewer contract (Resolution No. 11454): The council authorized the city manager to execute an agreement with ARB Inc. for construction of the Basin 4 Sewer Phase 1 project and to appropriate sewer operating funds for the work. The project scope includes replacement of roughly 3,000 feet of 8-inch sewer pipe, lining or rehabilitation of 16 sewer manholes, installation and reconnection of service laterals, and a meter replacement at Pump Station No. 2. The council passed the resolution on a unanimous roll-call vote (5-0).
- Construction inspection/related award (Resolution No. 11456): Council approved a companion resolution related to construction inspection and related services for the Basin 4 sewer work. The resolution passed unanimously (5-0).
- Firefighter memoranda of understanding (Resolutions Nos. 11458 and 11459): The council approved two separate three-year MOUs negotiated with bargaining units representing firefighters. The Local 522 agreement includes a 2.5% cost-of-living adjustment each year, an increase to tuition reimbursement from $1,500 to $2,500 annually, and a change to paramedic incentive pay from a flat monthly rate to a percentage-of-base structure. The Local 39 agreement provides a 3% cost-of-living adjustment each year, targeted salary adjustments for classifications facing recruitment and retention challenges, prorated uniform/boot allowances and a higher annual leave cash-out cap. Both agreements were approved unanimously (5-0).
- Fire services exploratory committee (Resolution No. 11460): The council approved formation of a 2-by-2 exploratory committee with representatives from the Sacramento Metropolitan Fire District to examine potential service arrangements. The council appointed Council member Leary and Mayor Aquino to represent Folsom on the committee. The measure passed unanimously (5-0).
Roll calls and procedural notes: For each motion the clerk conducted a roll-call vote; the council recorded unanimous approval with the members responding yes. Staff presentations accompanied the sewer and labor items and included detailed project scope and financial background for the sewer project and summaries of negotiated contract terms for the MOUs.
What the votes mean: The sewer authorizations enable the city’s planned replacement and lining work in the historic district and adjacent basins; staff said the work is intended to address pipe cracks, offsets, root intrusion and deteriorated manhole linings to reduce future failures and overflows. The MOUs settle compensation and benefit changes with firefighter bargaining units for three years; staff said the agreements balance competitive pay with the city’s fiscal responsibilities. The fire-services exploratory committee is charged with meeting with Sac Metro Fire to evaluate options from administrative-service contracts to full merger; the council described the committee’s work as exploratory rather than binding.
