Estill County board adopts formal procedure for change of school assignment

The Estill County Board of Education on Aug. 14 approved a formal procedure for parents or guardians to apply to change a student’s school assignment, board members said.
Board staff member Mr. Brock told the board the district did not previously have a formal application process for requests to change school assignment and that he and Mr. Norton developed a three‑phase review that will lead to a decision. “So, the first 1 is, procedure for application for change of school assignment,” Brock said. He added that existing students “continue where they were at.”
Members asked about the timing for notification after an application is submitted. Brock said, “It'll probably take a couple of weeks,” and that the timeline could be faster depending on the number of requests received. Board members confirmed the procedure will route through Mr. Norton for review and decision.
Board Member Shannon Samples made the motion to approve the review procedure; Sharon Whitaker seconded. The board voted five‑zero to adopt the procedure.
Board materials presented at the meeting did not include the complete text of the three phases or a published timeline; staff said the procedure will be implemented before the start of the school year and will apply to new requests only.
