The Traffic Committee reviewed a resident request for speed humps on South Bubbling Well Road between East Truman Place and South Silver Birch Place and concluded the segment does not meet the city’s speed‑hump criteria. The committee approved lower‑impact measures — signage and advisory pavement legends — and voted 3–0.
Staff reported no collisions on the segment during a Jan 2022–July 2025 review. Counts from Dec. 6, 2022, showed ADT of 223 vehicles per day (117 northbound, 106 southbound); a 24‑hour speed survey recorded an 80th‑percentile speed of 26 mph where the posted limit is 25 mph. The city’s speed‑hump policy requires a critical speed of at least 35 mph and a minimum ADT of 500 vehicles per day for eligibility; the segment’s measurements fall below both thresholds. Staff additionally noted the segment is about 750 feet long and ends in a cul‑de‑sac serving roughly 35 houses.
Given those findings, staff recommended, and the committee approved, installing 25‑mph signage for southbound traffic about 150 feet north of South Silver Birch Place, placing a 25‑mph pavement legend at that location, and adding a curve‑ahead warning sign with a speed advisory. A committee member asked whether a curve‑ahead advisory might be helpful given a 90‑degree turn near the cul‑de‑sac; staff agreed that advisory signage could be included. The motion passed 3–0.
