The City of West Covina Traffic Committee approved a staff recommendation to install painted parking tick marks on South Pima Avenue between South Bandy Avenue and East Stewart Avenue, a segment adjacent to multiple apartment complexes where on‑street parking demand is high.
Staff reported a field visit July 25, 2025, that found heavy midday occupancy in the corridor and resident comments that vehicles often are parked in ways that waste space. Using engineering judgment and CAMUTCD/CVC warrants, staff concluded the segment qualifies for parking tick marks given sufficient width and demand. The recommended design is 8‑foot width by 20‑foot length stall markings on both sides where parking is allowed, refresh 20 feet of red curb on the west side north of the alleyway exit, and 20 feet of red curb at the Bandy Avenue intersection and 20 feet at East Stewart Avenue. The recommendation also included 5 feet of red curb north of the driveway at 158 South Bandy Avenue.
Committee members asked about implementation responsibilities and maintenance. Staff said engineering would handle parking‑tick design and Public Works would perform red‑curb refresh and installation; final approval must go to the City Council and the work would enter the city’s queue for scheduling. One committee member noted concern that maintenance of newly painted ticks could increase workload for crews but supported trying the measure; the motion passed 3–0.
