West Covina committee approves red curb and sign replacement near Regency Grand

City staff recommended and the City of West Covina Traffic Committee approved measures on Aug. (meeting date) to add red curb and replace a damaged signal-head warning sign on South Grand Avenue north of Regency Grand, a senior assisted-living facility at 150 South Grand Avenue.
The action responds to repeated 911 calls from the facility and staff observations that emergency vehicles have difficulty finding available parking and sometimes double-park, creating traffic obstructions and safety concerns. City staff recommended installing approximately 65 feet of red curb on the east side of South Grand Avenue, north of the facility driveway, and replacing a damaged signal-head warning sign.
Staff said South Grand Avenue is a posted 40 mph principal arterial at the location and that parking is allowed on the east side where the red curb is proposed. Staff collected collision data from the Statewide Integrated Traffic Records System (SWITRS) for roughly January 2022 through July 2025 and reported four or five collisions at or near the location during that period. A field visit on July 25, 2025, supported the recommendation. The staff recommendation cited the City of West Covina traffic request guidelines, the California Manual on Uniform Traffic Control Devices (CAMUTCD) and the California Vehicle Code as the bases for the change.
The committee voted unanimously, 3–0, to adopt staff’s recommendations. Committee members did not request additional study. City staff indicated that installation of the red curb and replacement of the sign will be handled by Public Works per prior direction; no contract award or funding source was specified during the meeting.
The committee did not provide a schedule for implementation. The action preserves curb space for emergency vehicle access at the Regency Grand driveway and directs Public Works to carry out the replacement of the sign and the red curb refresh where damaged.
