- Amendment No. 1 to contract (agenda item 7) with the State of Utah Department of Health and Human Services: a pass-through totaling $13,768,420 for the period July 1, 2025, through June 30, 2026, to Davis Behavioral Health for provision of mental health and substance use disorder services. The commission approved the amendment by voice vote.
- Approval of a contract with Professional Appraisal Firm LLC (Esther Martinez) to serve as a hearing officer for the Board of Equalization (agenda item 11). The contract term was described in the meeting as starting Sept. 12, 2025, and ending Dec. 30, 2030.
- Amendment No. 5 to the contract with Summit Food Services for inmate food services (agenda item 12). County staff said the amendment implements a standard 3% increase on a sliding scale, retroactive to March and extending to February 2027. The commission approved the amendment by voice vote.
- Multiple routine approvals: meeting minutes for work sessions and regular commission meetings in August and September 2025 were approved; the property tax register and auditor adjustments and assessor corrections were approved after review (property adjustments cited totals in the transcript for multiple abatements, corrections and assessor adjustments).
- The commission also postponed agenda items 9 and 10 until staff can return them to a future agenda.
Several staff members presented these items during the meeting, including the county’s chief deputy sheriff and grants staff. Chief Deputy Arnold Butcher presented the jail food-service contract amendment, describing the 3% increase as standard under the contract. Commissioners approved the items by voice vote; individual roll-call tallies were not recorded in the meeting transcript.
The commission recessed briefly to serve as the Board of Equalization, considered the property register (including appeals and corrections) and reconvened before adjourning at approximately 10:29 a.m.
