Davis County adopts 2024–25 CAPER, reports $849,464 in CDBG-funded projects

The Davis County Commission on Sept. 16 adopted the county’s 2024–25 Consolidated Annual Performance and Evaluation Report (CAPER), the annual report the county submits to the U.S. Department of Housing and Urban Development summarizing the prior program year’s Community Development Block Grant (CDBG) activities.
Ryan Steinvigle, Davis County grants administrator in the Community and Economic Development Department, told commissioners the county funded eight projects in the 2024–25 program year totaling $849,464 and that the funded activities assisted 3,208 low- and moderate-income individuals.
"This is part of the community development block grants. This is an annual report that we provide to HUD, which basically summarizes the activities that we funded in the prior program grama," Steinvigle said. He listed the funded activities as a foundation stabilization project with Woods Cross, a bathroom remodel at the South Davis Senior Center, a home rehabilitation project with Habitat for Humanity, a waterline project with the South Davis Water District, four loans through the homeownership assistance program, and funding for Safe Harbor Park and Open Doors’ landlord-tenant mediator program.
Steinvigle told commissioners those eight projects totaled $849,464 for the 2024–25 program year and that, in total, the program assisted 3,208 low- to moderate-income individuals.
The commission opened and closed a public hearing on the CAPER with no speakers and approved the report for submission to HUD. The county noted the CAPER is required by HUD as part of the CDBG program reporting cycle and is a record of activities and outcomes for the previous program year.
The adoption will allow county staff to submit the CAPER to HUD and continue the county's CDBG program administration for the next program year.
