Committee backs $1.7 million Amendment to Project Open Hand contract for HIV/AIDS nutrition services

The Budget and Finance Committee on Sept. 3 voted to forward to the Board of Supervisors a resolution approving Amendment No. 4 to the Department of Public Health’s agreement with Project Open Hand to provide HIV/AIDS food and nutrition services. The amendment increases the contract by approximately $1,727,928 for a new not-to-exceed total of $20,582,272; the contract term remains April 1, 2017, through March 31, 2027.
DPH staff said Project Open Hand meets or exceeds service goals under the agreement, and the Budget and Legislative Analyst’s Office confirmed contract performance and summarized the fiscal impact. The additional funds reflect primarily unspent Ryan White funds and about $300,000 in general fund support to allow a cost-of-doing-business increase for the provider. Committee members expressed appreciation for Project Open Hand’s service; there were no public speakers on the item. The committee forwarded the amendment to the full board with a positive recommendation (3-0).
