Committee forwards $15 million state grant to support felony IST mental-health diversion program

The committee voted to forward to the full board a retroactive authorization for the Department of Public Health to accept approximately $15 million from the California Department of State Hospitals to fund San Francisco’s felony incompetent-to-stand-trial mental-health diversion program for July 2025–June 2030.
The Budget and Finance Committee on Sept. 3 voted to forward to the Board of Supervisors a retroactive authorization allowing the Department of Public Health to enter into a five-year agreement with the California Department of State Hospitals that provides approximately $15,000,000 in funding to support the felony incompetent-to-stand-trial (IST) mental-health diversion program.
DPH staff said the contract will fund intensive community-based wraparound behavioral health services for people who otherwise might be sent to state hospitals for competency restoration, and will support communication and reporting to criminal courts about participants’ appropriateness for and participation in diversion under Penal Code 1001.36. DPH staff said they are planning to partner with UCSF on service provision. The department sought retroactive authorization because the contract period began July 1 and final agreement paperwork concluded July 9.
Committee members thanked staff and had no further questions; no members of the public addressed the item. The committee forwarded the item to the full board with a positive recommendation on a 3-0 vote.
