Council approves specific-use permit for inpatient psychiatric and substance-abuse care center at West Euless Boulevard

The Euless City Council unanimously approved a specific-use permit for True Dallas Detox and Recovery Center to operate in vacant space at 2219 West Euless Boulevard, Suite 200.
Interim Planning and Engineering Director Lisa Payne told the council the applicant proposes to lease about 8,000 square feet inside the existing Positive Recovery building and operate a psychiatric and substance-abuse care center in the I-2 heavy industrial zoning district. Payne said the space is already finished out, that there is adequate on-site parking, and that the Planning and Zoning Commission voted 4–0 to forward the request with conditions tying the SUP to the business name and owner and reserving revocation authority if conditions are violated.
Applicant description: Robert Lamatina, who said his organization already operates an outpatient counseling center in Euless, told council the inpatient facility will provide detox and recovery services and will accept private insurance as an out-of-network provider. Lamatina stated the plan includes 24 detox beds (he described the bed count as 22 or 24 during remarks) and that the operation will share amenity areas with Positive Recovery. He said the service model differs from Positive Recovery by serving a private-insurance demographic.
Public safety and administration: A council member thanked staff and leaders in police and fire for reporting that they have a working relationship with existing recovery services at the site; council indicated that relationship increased comfort in permitting a similar use adjacent to city services. The SUP includes conditions that the permit be tied to the business name “True Dallas Detox and Recovery Center” and to the owner Robert Lamatina, and that the permit may be revoked for noncompliance with imposed conditions.
Outcome: Councilmember Bynum moved approval; Councilmember Tompkins seconded. The motion passed unanimously.
