Council approves Staybridge Suites hotel specific-use permit near SH 360

The Euless City Council unanimously approved a specific-use permit to allow operation of a Staybridge Suites hotel on the northwest quadrant of East Harwood Road and State Highway 360.
Interim Planning and Engineering Director Lisa Payne presented the application for a five-story Staybridge Suites with 140 guest rooms, about 140 parking spaces, roughly 7,000 square feet of conference space, an outdoor pool, fitness center and guest laundry. Payne said the proposal is in the C-2 community-business zoning district and that the Planning and Zoning Commission voted 4–0 to forward a recommendation of approval with conditions. Staff recommended approval with conditions tying the SUP to the business name and owner and requiring property-maintenance inspections under the city’s code.
Applicant presentation and FAA review: Mark Nastry, representing developer Carmaley Holdings Inc., told council members an aeronautical study with the Federal Aviation Administration found no obstruction or air-navigation hazard. Nastry described exterior materials (siding, brick, stone, stucco), a gated pool courtyard, and two unit types (approximate 360-sq-ft studio and 570-sq-ft one-bedroom units). He said the brand’s extended-stay design includes full kitchens, and that the hotel anticipates airport clientele when the Harwood Road extension opens.
Council questions and applicant responses: Councilmembers asked about the interior furnishings replacement cycle and access drives. Nastry and a representative said furniture, fixtures and equipment (FF&E) follow an industry cycle beginning at seven years, with larger items up to ten years. Staff and the applicant described planned vehicle access from Harwood and an eventual entrance from SH 360 coordinated with TxDOT. The Planning and Zoning recommended four conditions, including that the SUP be tied to “Staybridge Suites” and to Carmaley Holdings Inc., and that hotel inspections follow the city’s property-maintenance and building codes.
Outcome: Councilmember Price moved to approve; Councilmember Bynum seconded. The motion passed unanimously. Council expressed support for the hotel’s design and noted staff will inspect compliance with the city’s codes.
