PSC authorizes Chesapeake Utilities to refund Elkton customers for STRIDE overcollection

Staff confirmed refund calculations in the company’s table 1 were accurate and that the legacy class structure used for calculating refunds was the one in effect when the STRIDE costs were collected. Riley said customers who began service after the date of the final order will not receive a refund because the surcharge applied only to legacy Elkton customers. The STRIDE surcharge had been in effect only for Elkton legacy customers; staff said the company is proposing to refund the overcollection by applying a one‑time credit using rates in table 1.
Company representation: Bridal Quinn (company counsel) appeared in support of staff’s comments and confirmed the company is ready to implement the refund.
Commission questions: Commissioner Linton asked whether refunds would go to customers of all three consolidated companies; staff and counsel clarified the refund applies to legacy Elkton customers only.
Commission action: The commission moved to accept the company’s final reconciliation factor report and authorized a one‑time credit using rates in table 1. Commissioners McLean, Linton, Sussman and Barbet voted aye.
